How can there be so many homes for sale that have never been occupied yet prices haven't dropped?

I live in Madison MS. There are homes here that have been on the market for up to 4-5 years that have never been owned or occupied, yet they are still being offered at pre-construction appraisal. There are very few bank owned properties. There is one neighborhood, for example, that has five homes next to each other in varying stages of completion that haven't been touched since 2007 yet the asking price is maybe reduced 15k from pre-appraisal. Is this a local bubble? What is the deal?
