Bidding War in Long Beach

With the economy the way it is, why is there such a bidding war for homes in Long Beach, Ca and surrounding cities? I would think it's a buyers market but from the looks of things, it's a sellers market. There are multiple bids per property and going above asking price. What is wrong with this picture???

Also, Long Beach has dropped approx 20%-25% in home values, how much lower can it go next year? Any thoughts?

Are sellers required to repair major issues?

The seller is being very difficult to negotiate with. Is this typical or am I just the unlucky one? He won't pay or repair major issues to home. Instead, he makes small credits. At what point do I say enough is enough and walk? I really don't want to because I want the home but I feel like I'm being taken advantaged of? I don't want to come out winning in this agreement, I just want to be fair. What is he obligated to repair?

Why is Long Beach still expensive?

I've been looking at home prices in (East Side) Long Beach, California for over a year now and can't believe how well homes have kept up their value. Just within the last couple of weeks, they seem to have increased in value? Why is that? When I pose this question, people in surrounding cities are surprised because they don't have a good perception of Long Beach.They think LB should be a cheaper place to live. Anyone have any answers for me?
