I put "permanent foundation" in quotations because there are a few different interpretations of what a permanet foundation consists of. And THAT depends on which inspector/appraiser/agent/lender or whomever in the business that looks at it. <br/>I consider a permanent foundation to have brick skirting. Yes, there are some more obvious guidelines, but as long as someone professional has done the work and not a weekend warrior, they should know what to do.&nbsp;<br/>I would talk to your local <a href="http://www.zillow.com/directory/lenders/">lender</a> about this, he should be giving you the best advice.
