Some lenders actually are. One program inparticular has the following criteria:

Stated income (2005 flashback)
105% LTV (I know)
Reduced appraisal cost

So the programs are out there, but they are in the tester phase from what I gather. You probably need to ask the lender themselves what they plan on rolling out with that.
