In most instances one does have to be licensed in the state that they are working. The exception would be states that have a reciprosity agreement with another state. That would allow one to work in another state that recognizes his/her state's real estate license.

It certainly matters. Of course, the buyer broker has to be licensed in the state they are working. They can however take a referral fee for a property sold anywhere, by any broker. - Lawrence

In Minnesota there are agents who are licensed in Minnesota as well as Wisconsin. If you are an agent that is licensed only in Minnesota and you have a client that wants to buy in Wisconsin, you would need the assistance of a Wisconsin licensed agent.

Some states have reciprocity agreements with adjoining states which make it easier for agents to be licensed in other states California has no such reciprocity agreements.
