If owners are lying, Zillow can do little to control them. Many times these houses will have questions posted on their page from actual people who have seen the house or paid for inspections and then post to attest to illegal additions or inconsistent info. That way people that pull up the house on Zillow can see that others have found different information than the owner has posted. Users of the site are better policeman in that way than Zillow is as long as what they post about the house they see is based on honest information and is not being posted for nastiness sake.
