Zillow Advice: Buying Process - Combining NSP2 and GNND funds http://www.zillow.com/advice-thread/Combining-NSP2-and-GNND-funds/467779/ Zillow Advice | Zillow Real Estate I know your question is a ... http://www.zillow.com/advice-thread/Combining-NSP2-and-GNND-funds/467779/ I know your question is a bit old and you likely have already purchased but I wanted to answer your question for the benefit of others.

It is my understanding that the NSP funds come by way of a forgivable loan/lien against the property. When you purchase a Good Neighbor Next Door Program property the 50% discount you receive is by way of a silent second mortgage/lien against the property that can be released in the event that you comply with the program rules (basically living in the property for a minimum of 36 months after closing).

I don't think this will work as purchasing a Good Neighbor Next Door property with NSP funds would require 3 loans/liens against the property.

Note: In Baltimore County to use NSP funds the purchase price must be less than the appraised value. That won't work with the GNND program as you always purchase at the appraised value and get the 50% discount by way of the silent second mortgage/lien.
