What are the main causes of a damp basement?

The question continues -

Is it a bad sign if the sellers have a dehumidifier in the basement?  What is the best remedy to dry out a basement?  How much does this cost?

    A damp basement may not be a real problem. Stone and block basements are always a little damp. Check all downspouts and gutters for water drainage. I fine getting water away from the foundation properly will help if not cure wet basements and will help damp basements.
