The building has 16 units. The previous owner of the building converted to Condos. He formed the HOA. The HOA is now dissolved by the State. That guy is gone. The building now is in disrepair. Many of the units are vacant, abandoned, or shaky tenants. I talked to one guy there and he said the tenants get together to pay the water bill. The entrance door is broken and unsecure. The grass is overgrown and there is garbage is in the halls. The elevator doesn't work. The unit is trashed and the roof leaks so bad it damaged the units for 2 stories down.
