You are almost right when you think that a 3% credit is the same as a 3% discount. You might be surprised to know that if there are not "non-recurring closing costs" equal to at least 3%, then the seller won't be obligated to provide the credit.Also remember that the annual property tax will likely be based on the purchase price. That could be another reason to take the discount rather than the cash credit.
