"Pending" simply subject that an Offer has been considered on a particular property, not all Pending Offers reach maturity.  I would subject to any particular Buyer that if you are interested in property and it is per say Pending a Contract, speak with your Agent in reference to keeping an eye on this property until Home is either Close or return to the market.

Yes, It is Possible to submit an Offer on a New Home, contingent upon your present home sale, Your Agent should insure that the Seller of the Home that you are submitting an Offer is aware that you are offering on the Contingency of your present home selling, this may perhaps subject a longer offering period, the lender of your New Home should also be aware of this contingency.

The Term "AS IS" means that the seller makes no representation or does not warranty and material facts about the property of which they are selling. To purchase a property "As Is" put the condition of the Property solely on the Buyer. Please note: some property that are sold "As Is" have only minor repairs needed to bring the property to standard. The risk is at the buyer's discretion.
