It depends on your local market. In many area's spring is an awesome time to list your home. People start thinking about moving in the spring and may pull the trigger close to school being out.     The real estate ususally slows down once school starts in the fall, you should contact a local realtor and ask for a Market Analysis.  

Unfornatley if you have been deliquent with your payments then  a Refi is not a option. You may have the option to sell your home as a short sell. You will want to contact a local realtor to work with and get the details on what you have to do to get the process started.
