Yes you can but most homes are sold via an agent. In my area most homes listed by agents get offers in less than a week. Ones listed by owners take months to sell.
I my area we have first time home buyer programs through the county.

I have a list of new developments in my area, if you're working with an agent tell him or her you want to see them. They will as these days it is a bigger commission check to them. It is also best to have your realtor with you as the agent at the new home development will be working for the builder and not you. You can search the web for builders in a area but they don't always get them all. A good agent will know where the new home building is in their area, hope that helps.

Yes you can do that. It is a buyers market now and many FSBO's are having a hard time. One guy had his house on the market for 2+ years.Hope you work with a realtor, you can negotiate a lower fee.Good luck,
