This program is nice in theory, but the reality of the situation is that you need to trust a real estate professional who is in constant contact with the market where you own or wish to buy property.  The trends have so many variables and so many ways they can change which are not tangible enough for a computer program, that you need to trust a person with experience and productivity to back up what they say.  Though we all want a fast answer when we want to know, sometimes you have to go "old school" and wait for a person with the expertise to do the footwork to get the true answer for you...

Home underwater, payments current. Mortgagor is not Freddie or Fannie. What can I do?

Many lenders offer a type of streamlining to your loan versus refinance to get your payments down, but also to lower the interest rate.  You bought your home when rates were much higher, and the best way to get out from underwater is to have more going to your principal.  I would talk to your bank about one of these programs, then you might have a better picture of what you can do.

Marc-There are lenders who do not need you to wait more than 3 years to do a loan.  The question may be, "Are you seeking the best type of loan?"  Once you have reestablished credit and gotten your scores back up from consistently good history and new, good credit, you should be able to purchase even without the huge down payment.  I have lenders who do this frequently.  Check your loan type and why you want to stay with that venue, then find a lender who has investors that know life happens and you should not have to put your life on hold because it did.
