If the property is eligible by location, the USDA rural program is outstanding. It has minimal PMI, and requires no money down.

You should interview several full-time agents to see who best fits your needs.
You can plug in the address at http://www.floodsmart.gov/floodsmart/ and it will tell you if it is in a high risk flood area. There is also a toll free number for questions.
There is also a separate form in Pennsylvania that you can ask the listing agent to have the seller sign. It acknowledges that the offer was presented, and that the seller has rejected it. I have only had to use it once in my career, but it is available if needed.
