Most likely a scam. Often you will see the same house/pictures/info on a different website listed for sale. Go with your gut and save your money.
Have you been working with a mortgage lender? They can best advise you on what you may be able to do to work on getting your debt to income ratios in line. Owner financing is probably not an option as most of the time they will want a very high down payment and the interest rates are often not very favorable. I would advise you to work on your debt to income ratio and qualify for a more favorable loan. Good luck!

I live, work and play in the NE Houston area and would be happy to help. It is more affordable to buy then rent in Houston and I think you will be very happy with how affordable housing is in Texas. As far as school districts go, your children would have to stay within the same district to which your home is zoned, but often times you can have them reassigned to a different school (within the same district) if you so choose. But if you do this, you will be responsible for transportation (no bus option). Our average days on market in my area is around 37, so homes are selling quickly. It doesn't hurt to start looking now to get a feel for what you are interested in and what areas you may want but that specific home will most likely sale before you are ready to buy.
