Your best bet is to contact a licensed Realtor.  They can let you know whatever you want to know about the property you are interested in.  There are many related links on Zillow which can assist you in finding properties on your own as well.

How come most realtors, don't put the HOA fees on their listing

Answer
They should be on their listings.  I know I put them on mine.  Sometimes they are not accurate because there is no easy access to the association which determines these fees, so we have to go by what the fees have been in the past.  Those will give you a good feel for the HOA expenses for a given property.  Thanks for your question.  I hope I answered it.  I can't speak for other realtors.  pgt

Your best bet is to contact a local real estate agent and ask for a CMA (comparative Market Analysis).  With that and other on-line tools, you should be able to get a relatively accurate value.

Neighborhoods in and around Orlando

In Central Florida, there are many nice places to live within the price range you require.  The best, in my opinion is East Orlando, just south (about 5 miles) of University of Central Florida.  There are several areas and subdivisions that have some beautiful homes under 300, some of them with pools.  You are also within 20-30 minutes from Downtown and about 30 minutes from the tourist areas and area attractions.  The first place that sticks out in my mind is Avalon Park.  Pull up the website and you will see all of the reasons why you will probably love Avalon. It is about 10 years old.  " Live, Work and Play" is their motto.  You can literally stay in Avalon without leaving.  However, you can also go to Eastwood and Stoneybrook (gated) and find homes, in the same area, that will meet your needs.  Easy access to all major roads, plentiful shopping within the immediate area, including a major shopping center with restaurants, entertainment and local family activities as well as easy access to UCF distinguish this area.  All this area is zip code 32828.  Let me kn ow if I can be of further assistance.

Short Sale Offer Question

No, it does not make sense.  Unfortunately, we are at the mercy of the bank and the individual negotiator assigned to the file in most short sales. Once the bank agreed to a price of $155000, that's exactly what they mean.  Your offer should have included a 3% addition to the price if you were asking that for closing help.  When the agent lists the approved price, that is a net price to the bank.  It does not include any closing costs.  That must be compensated for in the offer.  To change the offer now could probably mean more months of waiting.  Sorry to be the bearer of bad news but that's how it is.
