If you are looking to make an offer on a "for sale by owner property," I'm assuming you've already contacted the owner and have viewed the property in person. It's not always the case, but it is possible the seller may have the forms necessary to make the offer or you could hire an attorney and title company to walk you through the transaction. I may be biased, but I think your needs are best served by hiring a real estate agent even if the seller is trying to avoid the fees. My best advice is seek the advice and recommendations of LOCAL professionals. Most times when an agent is presented with a transaction and asked to facilitate the transaction, they will do so for a reduced fee.
