I have been researching market data in SE FL recently, and I think that as long as you buy right, I think that is a market that is going to come back with some real strength, especially with regard to redevelopment. I would find an "as is" anywhere near the beaches and get it for the best possible price as a start.
Once you determine if the property is buildable and look to hire a builder, most of them will designate an owner's rep to handle the process. In many cases, I have seen the builder handle many of the permit & engineering aspects.
