Coastal homes that are being used as vacation rentals and are now for sale, are much more likely to be sold furnished. Very rare for that to happen in the city.

Wait patiently and it will come back on the regular market with a Portland real estate agent. Most foreclosures will end up on the regular market, bank owned sales, a.k.a. REO sales or foreclosure sales. You can search for these specifically on most websites.

Researching housing in a distant city (Seattle/Portland)

It is okay to meet with an agent in each city, just let them know what you're up to, really it is okay. FYI on Portland, OR right now it is VERY tough to rent, vacancy rates city wide are about 1% or Zero. Pretty tough, but like anything else, it is possible. Instead of renting, a downtown condo (depends on how many people are moving with you) is also a safe bet for more "transitional" housing, easy to purchase in a great area and easy to sell if you decide later you like another part of town better.

don't like my agent

If you signed anything agreeing to work with them, it is not so simple just to say, "you're fired." You'll need to look at what you signed and then ask to get out of the contract or be re-assigned to someone else in the company. If you didn't sign anything with them at all... just let them know they are "fired."

It is common for a buyer to ask the seller for an estimate of these costs, even to ask for a copy of last months bills. This is probably the easiest way to find out!

Depends on the neighborhood and the lot size and square footage of the property (and more). But just to give you an idea, for those active homes on the market in N, NE, and SE Portland right now the average is $2400 a year.

Agents often have a short list of properties where the sellers want to sell but the property is not yet on the public market. This is for a number of reasons. Sometimes the seller needs a lot of time to prepare the home for market, sometimes they are waiting to move out and prefer to sell the home vacant (or any number of other valid reasons). Recommend working with an agent.

In short sale and foreclosure situations it is possible family members cannot purchase each others properties. But generally ( I would need more information ) relatives can get a purchase loan on their relatives homes.
