Market value is what the home is worth to a ready and able buyer. There is a home on the market in 2007 for a list at $895,000. The same house is on the market today for $595.000. It is still for sale so I guess they haven't found the true market value. Then again, they may know the value and not be willing to sell it at that price.Good Luck.
You can go down to the Hainesport Municipal building and ask to see the tax records - there may be a charge. You could hire a "buyers agent" by signing a loyalty agreement with him. But, what difference does the seller's purchase price make to you? If he paid more for the property will you offer him more? If he purchased it cheap and spent years of labor and material to restore it will you ask for the receipts before you make an offer? Market value has nothing to do with what someone paid for it or put into the property for upgrades and improvements. Ask a stock broker what 10 shares of GM would cost just 5 years ago and what they are worth today. What someone paid for something is irrelevant and insulting.

It could be the actual purchase price but if the seller gave concessions to the buyer - like help with closing costs, or, a repair escrow amount - you may never know the exact amount. Some MLS' require that information to be posted, but the amount the seller had to pay the "transfer tax" may be based on the original amount stated on the contract. The house is in an Adult Community and is not listed for sale - so, I don't see the point of your question. But, it is about a 15-20 minute drive to Point Pleasant Beach.

There is no "construction" loan from VA. You can NOT buy a piece of property and act as a general contractor to build your own home. You CAN have an approved builder build you a new home, but that is not a "construction loan" as the term is used in banking.
