google for the city or county Property Appraiser's office. you will be able to search by property address. they will list the property owner and an additional separate mailing address. i would presume sending a letter to an "empty" house would be forwarded by the mail service.for example, Sebastian, FL is in Indian River County. http://www.ircpa.org/Search.aspx

Google photos show typical Florida homes with stucco over block construction, minimal insulation, single pane aluminum windows, tile/carpet or possibly terrazzo floors.
