Your first step is to contact your County Tax Assessor's office and ask them what procedure to they have to protest your property taxes.Then you will need to get some help from your Realtor to look up properties in your area with same size homes and land to give you comparables.
In some short sales the Seller may have insight to what the Bank will take and is just trying to not waste anyone's time. Understand Short sales are to help Sellers get out of their home for many reasons. They may have to transfer so when they go to put up their home they find out because of these historic times they now owe more than the market will allow.The reason most short sales are behind on their mortgage is because that is one of the qualifications with most lenders to qualify for a short sale. So long story short the advantage with most short sales for Buyer's is you can get them a little below Market but the home in more than likely in good shape & you will have all disclosures which is not the case for most foreclosures.

You can go to your assessors office and get all closed Properties for that time period. I don't know if that will really help you as there are several adjustments Appraisers make and you would need to see what adjustments he made and why. If you are working with a Realtor he can help you with this information.
You need to get a hold of your Realtor you can call an ask for Managing Broker if you cant reach your Realtor.
