Who do I contact to offer my cleanup services for a foreclosed house in Crestline?

I have represented many REO listings. Different banks have different requirements. One common requirement was for any vendor (cleaning, repairs, remodel) be licensed and insured. Usually they wanted the approved contractor to do the cleaning (or sub out the cleaning) that way, if any accidents happened you'd be covered with that contractor. Other REO agents have told me, the work was all handled by the bank. Some of the cleaning crews were sent all the way from Los Angeles! I admire your desire to work and to clean up your neighborhood. I would also suggest contacting the Realtor. Further, if you see a contractor at the home maybe you can offer your services to them as well.

Is this how all Real Estate Agents work now?

I think the pre-approval is very important. Knowing your price range helps alleviate unrealistic expectations for everyone. Buyer/ Broker agreements are not popular in my area. I can say, it would be nice.... Nobody wants to waste anyone's time as the other agents thoroughly pointed out. However, I wouldn't expect a signed commitment on a first date ;)

Does "as is" include the bank of an REO property NOT disclosing that there is a septic tank?

What a shock! That is not necessarily a terrible surprise. Hopefully the size of the septic is adequate for the home. If it's the right size and properly maintained it can last for 30 years or more. Here is the link for some homeowner tips for keeping your system up and running successfully. Sewer fees can be expensive. Caring for your septic might cost less money in the long run.
