Apparently, Zillow has a piece of misinformation on its' website concerning HARP loan qualifications. They should be informed about that! Perhaps, i just did? LTV > 80% - faaagedaaboutit!!
According to Zillow, under "Mortgages" on their home page, there are five qualifications for eligibility for HARP. The last one being > 80% LTV. What circumstances allow that to be waived?
