County Planning Division regarding your interest in the “Paper Lots” located in Cayucos. Many of these properties have a Rural Lands (RL) land use designation and combining designations including: Coastal Zone and GSA Geologic Hazard Area (due to the steep slope over 30% and high potential for landslide).

There are a number of factors which determine whether a property is “buildable” including but not limited to whether or not the lot is considered legal, minimum lot size to develop, whether there are utilities (water, sewer, electricity) as well as access (road slope and design- which may involve Cal Fire, Public Works and Building) as well as lot conditions (lot size, etc.) and environmental factors. Please be advised that there are no roads serving these lots or services.
These are not considered legal lots since they were created from a map pre-1929. Also, in Rural Lands, the minimum lot size to develop is 1 acre and the lot must be served by a well and septic which is also not present.
