What is HAP?The Homeowners Assistance Program was enacted by Congress in Section 1013 of the Demonstration Cities and Metropolitan Development Act of 1966. This law provides for assistance to eligible federal personnel, who were stationed at or near an installation scheduled for closure or realignment and who, through no fault of their own, are unable to sell their homes under reasonable terms and conditions. Who administers HAP? The U.S. Army Corps of Engineers is the executive agent with overall responsibility for administering the program. There are three Corps of Engineers HAP Centers of Expertise with designated geographic areas of program responsibility. For information regarding programs outside the Savannah District jurisdiction, the District responsible for the state or area in which the installation lies should be contacted.
