The concrete blocks that surrounds it IS the foundation and that IS in good shape. The dirt in basement though, and some red bricks that the previous owners tried to wrap the dirt with, are crumbling. If you wanna utilize the basement other than just for HVAC system and pipes, it will need dug. You can have it dug through the backyard with a machine, though it will be very tidious and probably expensive, or manually from the inside (will take longer but less pain in the tosh and less public disturbance, much less expense plus you can do it little at a time when you can each day or have someone else do it) and maybe dump the dirt in the yard for landscaping. Also will need the stairs to the basement fixed or replaced and some minor works like putting rails for the small stairs outside the house, painting, and putting alarms in the house and some. Our info about the house is limited. It's been a year since it was last occupied so probably will need more work, hence, the price.
