He plans to move out soon as well. At which point , you're welcome to have a friend move in, possibly. Utilities: They are in the owners name but the owner gets reimbursed by you (67% of the gas/electricity bill and water bill). Internet is fully provided by owner. A small cat or dog is allowed.
