    Zoning and General Plan (R1-L-B40): The property is zoned Residential Limited Agricultural with a General Plan overlay of Resource Management. It is also deemed as a Scenic View Corridor. Both the Resource Management and Scenic View Corridor overlays impact the potential residential building envelope as well as impose specific architectural design guidelines to be followed. This parcel has partial frontage along the north side of Paloverde Road between East Castro Valley Blvd. and Eden Canyon Road. The topography is relatively flat and there is a creek that runs through the western side of the property. There appears to be adequate vehicular access along the Paloverde frontage until it reaches the creek. The site is a short distance from the Eden Canyon on-ramp to both east and west bound Hwy 580. Utilities: EBMUD has water lines in the area. Access to these lines would have to be further researched and substantiated. PG&E appears to be available at the street. A septic system would need to be installed for purposes of residential sewer treatment.
