I was born and raised in Illinois, having received a B.S. in Civil Engineering from the University of Illinois and later a M.S. in Environmental Engineering from Drexel University in Philadelphia, Pa.

In 1989, I retired from 26 years of government service as a civil engineer in the U.S. Public Health Service (PHS) and the Federal Environmental Protection Agency (EPA).
