Short Sales are when a lender (Bank) agrees to settle for less than the debt owed. A lender may counter a offer price based on BPO and other factors. When a buyer places an offer on a short sale nothing is guaranteed, short sales are sold AS-IS. The lender is already taking a loss and will not commit to repairs or warranties. The sellers are financially underwater and have no money to do repairs. Back up offers are taken during the course of negotiation because short sale can take from 60-120 days to close and the buyer's situation may change during the course of that time. In the end the buyer still may not get the home, the short sale could be denied by the lender, or the home could foreclose during negotiation.
