Tod is a native of the Northern Virginia area and was born in Alexandria. His father worked at the State Department as a Foreign Service Officer and was posted to Bonn Germany, Bangkok Thailand, and Hong Kong, so Tod spent most of his early life overseas. When he was 16, he returned back to Alexandria where he graduated from TC Williams High School in 1971.
