Each applicant must be at least 18 years old, provide complete and verifiable information, complete identity verification, submit the required documents, and finish the TransUnion SmartMove screening within three business days. Required documents include one photo ID, two bank statements, and either two paystubs or one subsidy award. Rental and eviction histories receive individual review. The criteria consider unpaid balances owed to previous housing providers and judgments for possession from cases filed within the past three years. Sealed eviction records and cases without a judgment are not considered. Any applicable criminal-background review occurs only after a conditional offer. It is individually assessed based on relevant factors, including the nature and severity of the offense, elapsed time, age at the time, and evidence of rehabilitation.
